How Kuulu works

Before anyone can sell on Kuulu, they sign in with Smart-ID or Mobile-ID — the same national ID methods people across the Baltics use for banking. Every seller’s identity is confirmed against a state-issued document. There are no anonymous sellers and no throwaway accounts.

For you as a buyer, this means you always know you are dealing with a real, identified person — not a fake profile that vanishes tomorrow.

To be honest about the limits: verification proves who the seller is, not what the item is like. A verified seller can still describe something inaccurately, so read the listing, ask questions, and inspect before you pay.

Meet in a public place when you can, check the item before handing over money, and never share your Smart-ID or Mobile-ID PIN with anyone — Kuulu staff will never ask for it.

Everything is on one card: photos, title, price, and details in a single form — no long multi-step wizard.

Add your photos first and Kuulu suggests a title, category, and details from what it sees in them. You review and correct everything before publishing — nothing goes live without your confirmation.

You can browse and search everything without an account — every listing is open to read.

When something catches your eye, sign in and message the seller directly on Kuulu. You agree on the price, the handover, and the payment between yourselves.

Kuulu never holds your money and never asks for your card details — payment happens directly between buyer and seller.

Communities are small corners of Kuulu built around a place or a shared interest: your street, your town, cyclists, plant people. Anyone can look inside one without joining.

Join a community to follow what shows up in it, and add your own listings with one tap. A listing you add stays in the ordinary search as well, so putting it in a community only gives it one more place to be found.

Anyone signed in can create a community, and every member is an identity-verified person. That is the difference from an open buy-and-sell group on social media.

Kuulu works in both directions. Alongside things for sale you can post what you are looking for, so the person who has it can come to you.

Requests have their own tab next to the items for sale, so the two are never mixed together. You post one the same way you post an item, and you can say what you are willing to pay.

You can report a listing from the listing page, and report a person from your conversation with them. A person on our team reviews every report.

The moment a seller accepts your offer, Kuulu freezes a copy of the listing, so it cannot be quietly rewritten afterwards.

If you report a fraud, we put that frozen copy together with your timestamped conversation and the seller's verified name, so you have something concrete to take to the police.

A ban is tied to the person's national ID code rather than their email address, so somebody removed from Kuulu cannot return under a new account.

To be plain about the limits: Kuulu is not a bank and never holds your money, so we cannot refund you. What we can do is make sure the other person is real, identified, and traceable.

Kuulu works across Estonia, Latvia, and Lithuania in Estonian, Latvian, Lithuanian, English, and Russian. You use Kuulu in your language, the other person uses it in theirs — and when a listing or message is written in a language you don’t read, Kuulu can show you a translation.
